Windbreak & Shelterbelt Maintenance Across the Southern Highlands

Most Highlands shelterbelts were planted two or three generations ago. The question is rarely whether to cut — it is which trees, in what order, and over how many seasons.

The shelterbelt that quietly stopped working

Drive the back roads between Sutton Forest, Exeter and Kangaloon and you pass hundreds of them: long dark rows of radiata pine and Monterey cypress planted along a western boundary or across the fall of a paddock, thirty or fifty or seventy years ago, by someone who understood exactly what the wind does up here. Most are still standing. A good number have stopped doing the job they were planted for. Out towards Robertson, where the country lifts toward the escarpment and the weather comes off Morton National Park and Fitzroy Falls with very little in its way, that difference is not academic — it shows up in stock shelter, in what your garden survives, and in what lands on your roof.

The common pattern is an old belt that has grown tall and gone bare from the knees down. It is still a wall against the eye. It is no longer a filter against the wind, and in some cases it has become the hazard rather than the defence.

What a shelterbelt is actually supposed to do

This is worth getting straight before anyone starts a saw, because it changes every decision that follows.

A windbreak is not a wall. A solid barrier does not calm the wind — it forces air up and over, where it tumbles back down as turbulence on the sheltered side, sometimes more violently than the open paddock it was meant to protect. What works is a permeable filter: something that bleeds air through the canopy and takes the energy out of it. Most shelterbelt guidance settles on somewhere around 40 to 50 per cent porosity as the target, with meaningful downwind shelter extending for a distance in the order of ten times the height of the belt.

Two practical consequences for a Highlands property:

  • Height buys distance. A 20-metre belt protects a much deeper strip than a 6-metre hedge — which is why you almost never want to top a functioning shelterbelt to a uniform height. Topping mature conifers is one of the fastest ways to wreck both the aerodynamics and the tree.
  • Gaps are not neutral. Every hole in a belt becomes a nozzle. Wind accelerates through it. A single failed tree in an otherwise dense row is often doing more damage to the downwind paddock than the whole belt is preventing there.

That is the core of the assessment: not "is this row too big", but "does it still filter, and where is it leaking".

The species in Highlands belts, and how each one ages

  • Radiata pine (Pinus radiata) — the workhorse. Fast, tall, and self-pruning to a fault. Old plantings shed their lower canopy entirely and become top-heavy poles with all the sail area at the crown, which is exactly the wrong weight distribution in a westerly. Structural defects hide in the upper whorls.
  • Monterey cypress (Cupressus macrocarpa) and the Leyland cypresses — denser and lower-branching, so they stay useful longer, but they carry enormous foliage weight. Wet snow, which the Highlands genuinely gets, loads a cypress like nothing else and splits multi-leader trees at the union.
  • Poplars and willows on the wetter run-off lines — good filters in leaf, near-useless in July when you often need them most. Fine as a summer stock-shade row, poor as a winter windbreak, and both send roots a long way toward drains and septic lines.
  • Native belts — ribbon gum, mountain grey gum and brown barrel in the higher, colder pockets. These behave differently again, are more likely to be captured by native vegetation controls, and generally reward thinning far more than topping.

Five things worth acting on

  1. Bare legs and a heavy crown. The classic over-mature pine belt. Air now rips underneath at ground level while the canopy above catches everything.
  2. A leaning tree with lifted soil on the windward side. The root plate has already moved. That tree is not deciding anything; it has decided.
  3. Included bark at a double leader, especially in cypress. A tight V-union with bark trapped inside it is a split waiting for a wet snowfall.
  4. Dead spars through the row. Individual failures create the nozzles described above, and they drop limbs into whatever is beneath — fencing, water troughs, a driveway, a neighbour.
  5. Encroachment on lines and buildings. Trees grown into Endeavour Energy conductors are not a job for a general crew or a landowner with a pole saw. That is specialist, and it starts with a call to the network operator on 131 003.

What the work actually looks like

Selective thinning. Removing every third or fourth tree to restore airflow through the row, retaining the best-structured stems. Done properly this is a slow, judgement-heavy job — the wrong tree removed leaves a gap that will not close.

Crown lifting and deadwooding, where the belt is fundamentally sound but shedding hazards over a fenceline or track.

Reduction rather than topping where height genuinely has to come down — shortening back to appropriate lateral growth points, not flat-cutting across the leaders.

Staged replacement. Underplanting a new row, letting it establish, then removing the old belt in sections across several seasons so you are never without shelter.

Full removal where a belt is beyond renewal and the land use has changed — covered under tree removal, and generally paired with stump grinding if the ground is going back to pasture or crop.

The material question

A thinned conifer belt produces a genuinely large volume of chip. On most acreage that is an asset rather than a problem — pine and cypress chip makes excellent track surfacing, weed suppression along fence lines and pathway mulch, though it is worth being deliberate about where it goes in an ornamental garden. When is the best time to thin a conifer shelterbelt in the Southern Highlands?

Late autumn through winter is usually the sensible window. Growth has slowed, the ground is firm enough for machinery in most seasons, and the belt has the whole of spring and summer to settle into its new wind profile before the next round of strong westerlies. The one timing we argue against is heavy thinning immediately before a windy stretch — a belt that has just been opened up is temporarily far less stable than the one you started with, because the trees that remain have never carried that load on their own.

Do I need Council approval to work on a windbreak on rural land?

It depends entirely on how your block is zoned and mapped, and the two systems are separate. On non-rural zoned land, Wingecarribee Shire Council administers tree work through a Vegetation Clearing Permit under State Environmental Planning Policy (Vegetation in Non-Rural Areas) 2017. On rural land, clearing of native vegetation is governed instead by Part 5A of the Local Land Services Act 2013 and the Native Vegetation Regulatory map. A planted row of exotic pines or cypress is a different proposition to a native remnant windbreak, and heritage conservation areas, biodiversity mapping and Council's Significant Tree Register can still capture trees you assumed were yours to manage. Can an old bare-legged pine windbreak be brought back?

Honestly, no — not the way most owners hope. Pinus radiata, Cupressus macrocarpa and the Leyland cypresses do not reshoot from bare old wood, so once the lower two or three metres have shaded out and died back, that canopy is gone for good. What you can do is manage the belt you have while a replacement grows: underplant a second row on the windward or leeward side, let it establish for several years, and only then start staged removal of the old trees. That is a decade-long plan, not a weekend, and it is the honest answer rather than the one that sells a bigger job today.
